Abstract

This study aims to analyze the optimization of investigation procedures for the criminal offense of distributing organic fertilizer without a distribution permit by the Directorate of Special Criminal Investigation of the Lampung Regional Police, as well as to identify the obstacles encountered in the investigation process. The research employed an empirical juridical approach using primary data obtained through interviews with investigators and related informants, and secondary data collected from statutory regulations, legal literature, court decisions, and supporting documents. Data were analyzed qualitatively using descriptive analysis. The findings indicate that investigation procedures have generally been conducted in accordance with the Indonesian Criminal Procedure Code and Law Number 22 of 2019 concerning Sustainable Agricultural Cultivation Systems. However, their implementation remains constrained by several factors, including limited laboratory facilities for scientific examination, lengthy inter-agency coordination, shortages of investigators with specialized expertise, low public legal awareness, and cultural factors influencing community participation in law enforcement. These obstacles reduce the effectiveness and efficiency of criminal investigations involving organic fertilizer distributed without legal authorization. The study concludes that optimizing investigation procedures requires strengthening institutional coordination, improving forensic and laboratory facilities, enhancing investigators' technical competencies, and increasing public legal awareness through continuous education. These measures are expected to improve legal certainty, support effective law enforcement, and provide greater protection for the agricultural sector and the wider community.
