Abstract

Dengue Hemorrhagic Fever (DHF) remains a significant public health problem in Indonesia, with cases fluctuating substantially over the past five years. In 2024, there was a significant increase with more than 1,400 deaths, while by mid-2025, more than 56,000 cases were recorded. The main challenge in DHF management is the delay in establishing an initial clinical diagnosis, particularly in primary health facilities facing an imbalance between the number of patients and healthcare workers, as well as limited access to diagnostic tools such as NS1 or IgM/IgG testing. This study aims to develop a web-based expert system using Forward Chaining and Certainty Factor inference methods to support the initial screening process for patients with suspected DHF. The system is designed to analyze clinical symptom patterns inputted by healthcare workers, provide a confidence level for each conclusion, and can be accessed in real time. The results provided are indicative and are not intended to replace professional medical diagnosis or laboratory testing. With the implementation of this system, it is hoped that the initial DHF screening process can be carried out more quickly and computerized, thereby optimizing medical service time and improving the quality of primary healthcare services, as exemplified at the Kalianget Community Health Center, Sumenep Regency
